Alternate "ultimate" build

We've all seen the 'ultimate', 'no upper limit' builds. That results in a $25,000 or $30,000 collection of silly parts.
Whoop de do.

Here is an alternate build question:
How about something that a normal person might actually buy and use.

Create or link to the most inexpensive general use PC you can.
Overall use? email, FB, general browsing, MS Office (Word/Excel/etc)

Think of your grandmothers usage.

Rules:
1. Must include the OS. Windows 7 or 8. No Upgrade or Student versions. No 'key resellers'. Must be from an authorized, verifiable reseller, delivering actual install media.
2. Must be able to run MS office 2010 or later
3. Must be all new parts, released in the last 12 months
4. Mail in Rebate price reductions not allowed
5. Prebuilt systems are fine. If something from Walmart or BestBuy fits, fine
6. It must actually work!

This is primarily directed at a USA audience, but if you want to include something from elsewhere, go for it.

Can we put PPP lists?

According to point 3, do you mean less than 12 months on used parts or parts launched in the last 12 months!?

yeah honestly if its for grandma or someone that just needs a desktop to do "email, FB, general browsing, MS Office".... one would be much better off just going to best buy and getting whatever model is cheap and on sale and has a good warranty. this way if there is a problem, let them handle it. also for under $500 systems, its going to be hard to compete with run of the mill hp/dell/etc. when they are on sale or clearance.
