Windows 8.1 clean install won't boot up

Recently tried to switch to windows 8.1. Tried a fresh install and it all goes well until I start installing things and it then crashes. As soon as I restart I see the windows icon and load icon. Then all my usb devices ie keyboards and mouse lose power along with the signal to my monitor. The computer then just sits dormant until it's restarted. Have tried fresh installing over and over and the same thing happens every time.

Does your BIOS have POST on? As in have you disabled the hardware tests? Sounds like you have a failure somewhere. Try booting from a usb for another OS like Ubuntu to rule out software issues and HDD issues (ubuntu is free and does not require installation, just make a bootable usb). If that doesn't boot properly you probably have a hardware failure on your motherboard. If it does boot properly you have a bad HDD.
