Experiencing severe frame drops

Current specs:
760 Nvidia GTX
i5-4690K 3.5 GHz (not oc)
Gigabyte H97 mobo
500w PSU (just remember that it's EVGA brand)

Just purchased:
Corsair CX 750w PSU
Cooler Master Hyper 212 evo

Ever since installing my new mobo + cpu I've been experiencing issues with random frame drops to literally 0-1 at random moments. Spoke to a buddy of mine and he suggested I try my beta drivers for video card and that seems to temporarily fix all the random drops but it eventually comes back. He recommended I upgrade my PSU and get some better cooling in my system in case of overheating (ran some programs and it showed a little over the normal temperature but nothing alarming).

Another issue I've noticed is since the install I did a complete format of my hard drive and on startup it shows a windows boot thing that says something was not installed right. Problem is, I've got no clue what that something could be. All my parts seem to be working great it's just when getting into a heavy graphical area of a game things start to get.. Messy.

My questions are... Could there be something else causing the random frame drops and also what could be causing the strange window on startup?

His build makes no sense. Unlocked i5 with H97 = Fail. $280 CPU with only a 760 = Fail. Corsair CX series = Fail

Sorry if this sounds harsh, but you could have done a lot better OP

Sorry, I'm looking for answers not criticism. If you've got some help I'd gladly try things out but if you're not here to help please go bother someone else.

I'm using a wired connection that is 50Mbps download 10 upload.

I do not get where you're going. This build has zero headroom. The mobo is pointless since OP's i5 4690k is essentially an i5 4690 now. The GTX 760 will be outdated soon enough (Unless he bought a 4gb version) and the CX 750 is just an unreliable PSU

Please elaborate

I press enter and windows starts right up.

Edit - just checked a post on Windows support it seems to be related to a partition issue and can easily be fixed. Will correct that after some sleep. More interested in the frame drops at random intervals.
