I use windows 8.1 with hcl led moniter i tried to change the resolution and when applied it the moniter just says input not supported also shutting down and restarting could'nt solve the problem

What resolution have your tried? have you tried gpu scaling?

might be due to really high res or wrong aspects ,try adjusting you res(happened to me once)
