I got this card a few days ago

When I was playing CS GO then I saw my GPU Usage is High

Does that mean it bottleneck my GTX 980?

No. If it was bottlenecking, your GPU usage wouldn't make it up to high because the CPU can't transfer the required data fast enough where it needs to go.
