I recently purchased used Sapphire 4GB AMD Radeon R9 290 Graphics Card and new PSU
(Artic 750W PC Computer Power Supply Unit With 120mm Cooling Fan 750 Watt PSU) Link
after installing both computer turns on ok, after few minutes of usage it restarts.

I tried updating Bios (helped for maybe 2minutes)
I tested GPU at friend pc that has 650W psu and it ran ok.
I tested Psu with my older graphics card (6pin) runs fine.
tried updating driviers to latest, does not work, dried older drivers and still doesnt work.
thought maybe the windows tried my older HDD same problem after installing latest drivers.

(pc doesnt start turning off till i update drivers (dosn't matter older or newr))
And I checked if any components over heat and it doesnt seam like they do.

I have this mother board "LINK"
(Asus M5A78L-M/USB3 Motherboard )
and this CPU "LINK"
(AMD FX6300 Black Edition 6 Core )

I ordered (PSU LINK) Thinking it may solve the problem but I still have to wait till it arives. Any help will be greatly appreciated!?

First PSU was a really crappy PSU. It is not a true 750W psu.
Your second choice wasn't good either. CXM 750 aren't really for gaming pc builds.
Good PSU are form Tier 1 and 2 of this list:

Make sure your motherboard has the latest BIOS update released.

Make sure the motherboard is booting up with the gpu, not the intergrated graphics. Check the BIOS.
There a chance that the motherboard is rejecting the R9 290.
