That cpu cooler is just a waste of money it's not any better than the stock intel cooler. Also the r9 280 is only $4 more and more than worth it.

Nice rig. Good effort working inside your budget. One thing I would say is do some research into PSU's. Not saying you need a different one. Not even saying the one you chose is bad. It's just that its the most important foundation of a stable build that gets overlooked by first time builders.
