I am looking to start up a small business building custom PCs, nothing big. I wanted to know how much a custom PC builder like ChillBlast would pay for a copy of Windows?

It would be rare that a small startup is going to compete with the "Big Box" stores - you can't purchase in the volumes that they do. The one thing you can do that they can't is provide personalized one to one service. Try getting an answer at the "Big Box" store....or better yet - a good answer....

The one thing I see with techs out there, is they are afraid to sell themselves. You offer a service that they can't - that is where you can make your money....And don't be afraid to charge for it.
Microsoft has local representatives that sell to businesses. To get a good discount, you have to purchase in large quantities (at least 100 copies of windows, best volume discounts start in at 1,000 copies). You are not supposed to resell these copies - only install them on a computer. The local Microsoft rep would have more information on this.

At the small builder scale, you won't find any real discounts. What Dell or Chillblast or anyone else buys them for has nothing to do with what you can buy them for. And those agreements are generally held pretty close.

Just provide that to the buyer at cost, and try to make money on the rest of it.
