VGA cable into Monitor no signal

tried removing RAM and restarting did not help. I can hear the system loading up, but I see on my screen VGA input @top right portion of the monitor and screen goes blank
The CPU was bought outside of the USA and it says AC 230V at the back where the power cord goes into the CPU (PSU I guess). The computer is a core i3 4Gig RAM

Hi cin19, thanks for your reply. The CPU was assembled by an electronic retailer in my country where the residential voltage is 230V. Here in the USA I connected it to a brand new monitor I bought last week and i see the issue I described above. It is 3 years old and I am not very sure of the exact configuration. I know it has Intel Core i3, 4 GB RAM, has a Mercury KTP-H200 ATX Switching Power Supply - 450W PSU. I will try to add a picture of the inside of CPU if possible to my original post.
