Upgrade my GPU or build a new system?

Hello,
I built my first system a few years ago and now think its time to upgrade. Upgrade what exactly? For that I am not sure. I feel like my computer is bottle-necking and I am almost certain it is my GPU. That being said, I have been looking into building an entire new system and am not sure if I could justify spending the money I would spend on a whole new build. Would there be a large enough performance increase? Should I buy a top end gpu and keep my system as is? Please let me know what you think. My system info can be found below.

i7-960(first gen)
ASUS P6X58D mobo
x2 GTX 560ti
24GB- tri channel (1600) G.SKILL Ripjaws
Corsair 850W PSU
64 GB SSD for OS
1TB

The only upgrade you need now is the GPU.
Get a GTX 970 and you'll be good to go.

GPU upgrade is the way to go, the CPU has enough power left for a couple years more of ultra gaming before starting to bottleneck any GPU or game. Upgrading the GPU will help. What's your budget?

you dont have to change much to get more our of your pc the cpu is holding back your gpus. all the parts are new and can be reused in a newer mb. get a i5 (4590 or 4670k.) and a z97 mb that does sli. you can then reuse all the other parts.

That actually can be solved by getting an af cooler and OCing CPU to 3.8GHz-4GHz.

My budget is pretty wide open. I could build a new x99 board, but I don't think it is necessary at this point.

I already have an after market cooler but never tried overclocking.

I could recommend you to build an i5 system, but I don't feel that it would be worth it given you can OC the i7 to get some juice out of it.

Get a gtx 980, beastly card for smoking any game, preferably EVGA or Asus, I'd get the EVGA SC ACX.

As per cpu is concerned, yours can easily OC to 4ghz or so and thereby being as good as any modern cpu, atleast in real world performance :)
