Not enough RAM

I recently built my own Gaming PC my spec is:

Intel I5 4670K Processor (not currently overclocked)
Asus Z97-A Motherboard
Teamgroup Vulcan (2X4Gb) kit DDR3 1600Mhz
Gigabyte GTX760 OC Windforce editon
Corsair 650M Power supply
Windows 8.1

I put on a few games eg. Watch Dogs and Microsoft Flight Simulator X. When I am on the flight simulator it keeps crashing and saying that it has run out of usable memory, but when I check on task manager it is saying that it is only using 27% of the ram. Is this because I haven't configured the ram right.

Where would I find the CPU-Z please and yes but only google chrome

This is not the solution but I couldn't find how to add more information I was just playing watchdogs and it crashed out as well I went into event viewer and this is the error message for the event can anyone tell me what it means?
