Does this video card come overclocked?

I'm trying to grab a video card for my gaming build, but since i'm a noob at hardware i'm not sure if the manufacture already overclocked it. From what i know, OC'ing helps raise the bar on fps but it means shorter life span and more heat, etc etc. Since i don't have a cooler or plan on playing any demanding games, i do not need an OC.

Well the thing is im only going to play World of Warcraft, which is mainly the processor, so my graphics card is good enough even without OC'ing. Do usually most manufacturers sell them overclocked or did i just get unlucky?
