Best stock performance CPU for around $200?

I'm not looking to go over anything beyond $225. I'm not interested in overclocking my CPU at all. I've looked at several different processors (i5-4690, -4430, -4460 for Intel and FX-8350, -8320 for AMD) and just can't decide. Ideally I'd like to play modern games (Watch Dogs, BF4) and upcoming games (DA:I, Witcher 3, GTA V) on fairly high settings, if not maximum.

If I am not interested in overclocking and want a CPU around $200, what should I be looking for? (If it matters, my GPU is currently a 750 Ti that I hope to replace with something more powerful, like an R9, within the next month or so.)

if you live close to a microcenter these are the best prices available the 4690k is 199 with a discount on the mobo remember just because it can overclock does not mean you have to.

I unfortunately don't live anywhere near a MicroCenter. Most of the sites online have the -4690k as nearer to $250 than $200. I would honestly shell out the money for it if I knew I was getting the best bang for my buck, but aren't their better options for a non-OC than that for cheaper? Or is it really the best out of the lot?

The 4460 is also a good choice, but i'd gladly pay that $10 difference for the speed bump of the 4590.
