Windows freezing can't uninstall amd drivers

Okay so recently I've had trouble with my pc. I decided to upgrade my graphics card from the integrated apu graphics to a dedicated ati graphics card. I used the disk to install the new drivers, but then it turned out the graphics card was doa. Now when I try to start my computer it freezes after a few minutes. Just recently it started booting showing a registry error and then restarting. It works fine in safe mode, and I've tried disabling all unnecessary devices from there, but that didn't help. I'm convinced it's because I install the driver's for the GPU, problem is when I try to uninstall the driver's in safe mode Windows says it can't launch Windows installer in safe mode. But I obviously can't uninstall it in normal mode. Anyone got any ideas? The computer worked fine before the graphics card

Msi A78-E35/ amd a78
1TB HD 7200 rpm
Rosehill RnX-G300LX Wi-Fi adapter
Dead GPU was Sapphire vapor- Radeon r9-270X go 256 bit
