USB ports aren't working

a few days ago my fairly new computer's USB ports stopped working, my mouse and keyboard work on other computers, so it's definitely the computer. when I start up the computer the mouse turns on at first (lights turn on) but mid start up it just turns off, restarting the computer doesn't help either. i can't log into the computer either since my keyboard is USB.
my computer is a: Cyberpower Infantry GT Desktop

Hi

Do you have a windows DVD
Or a Linux cd or usb
Or windows recovery cd or DVD or usb

If you can boot up and see if front and or rear USB ports work with a different operating system
To rule in or out a corrupt registry and drivers
In current windows installation
Or burnt out USB controller chip

Try charging a phone with a USB charger plugged into the computer. If it charges but doesn't connect, it's software, not hardware. If it doesn't charge, there's a hardware issue.

my phone charges when I turn on my computer, so does that mean it's a software problem?

i have a windows recovery DVD, will that work? And if so should i just put it in?
