New PC,new problems.

1. My FX 4130 is downclocking too much on my new ud3p mobo from gigabyte. I had that cpu on ga-78lmt-s2p and he was downclocking to 2.8 witch is nice,but now it goes down to 1.4 witch makes my PC so slow. It needed 45 mins to instal PES 2013.... How to make it stop doing that,it's so anoying?
2. I have 2x4gb 1600mhz kingstones KHX1600C9D3/4GX(1 blu and 1 red). That is 8 giga,bios says it's 8gig,My computer says it's 8 gig,but it used 4 gig. I tryed to switch slots and now it uses 6.9 gig. How to fix that so i can run my new R9 nice?
3. On last PC i had Nvidia 9800gt and it used geforce expirience to update drivers auto. I had to instal GeForce and it alone instals drivers and all needed,including PhisX. Is there anything on AMD that does that?
4. When i get in BIOS i cant see the whole screen on my 1920x1080 display. It's cuted on left and right side a bit and i cant see full names of the options.

What is your CPU temperature? Get a program like HWMonitor to measure the CPU temperature. If temperature is not the issue, then you may need to go into BIOS and turn off the energy saving CPU options, those may be fiddling with your CPU clock speed.

Also, make sure to set your Windows Power Scheme in Power Options to High Performance.

In the BIOS, you will probably need to disable C1E if that is turned on and some other possible options that may hinder your CPU's speed.
