"No tuner to satisfy the current request" after working fine for years. Guide still updates but no TV?

Hello everyone I need some help here. There must have been a recent Windows Update, or some sort of change, that has stopped Windows Media Center from working properly. It's strange because I get the message "No tuner to satisfy the current request" but when I unplug and plug the USB tuner device in the computer recognizes it. Also another strange thing is the channel guide seems to be updating, however, I cannot watch any channels or even reprogram the channels in the settings. I did try to to run as a Local System Account service as another thread had recommended but it did not correct the problem for me. Any advice on how to fix would be greatly appreciated.

Specs:
Windows 7
Windows Media Center
Hauppauge WinTV HVR‑950Q TV Tuner (USB device with coaxial cable connected)

Try this...

Go to "View network status and tasks page" in Control Panel and set the network to "Private/Home" rather than the "Public" it probably has currently (click "customize" on the right).

Windows will block discovery of network devices when the network is marked as public which can preventing WMC from accessing tuners.

I did try this. Unfortunately for some reason, I think it was a Firefox file, the restore would cancel and now I cannot go back to an earlier restore date.
