Can't connect new pc to ethernet

built my first pc the other day and I installed the LAN driver that came on the asus motherboard disk, but when I plug in the cable to the wall port it doesn't work, when I click in device manager it says the cable is fine, so what should I do?

You have a 'wall port'. What is on the other end of that?
Does any other PC or laptop work when connected to that wall port?

It didn't in one of the rooms, so I checked the router and found one that was connected, and side note (there are 12 cables connected to a net gear 16 port gigabit switch and only four have green lights) and I connected it to one that was plugged in but without a green light

Well...it seems you have house wiring issues.
Someone (you) is going to have to trace and verify all the wiring to see what is going on.

For instance:
Does this wall port go all the way back to the switch or patch panel? You're the only one who can determine that.

I've got no clue how to do that, would I have to contact the person that did the wiring?

There are a number of inexpensive network testers.

Requires two people, and is very basic.

But whoever did the wiring should have provided a written schematic. Lacking that, you're wandering around in the dark.
