I made a thread earlier about my pc but after researching profusely it has become obselete (the thread, not my pc)
the only big question I have left is what GPU to get,
my low power psu being my biggest obstacle
30-40 fps in most games on low would be nice I guess.
anyway here are my specs and id appreciate the help a lot:

Dell optiplex 780 , small form factor case
Core2 quad 2.66ghz Q8400
4gb (2x2) DDR3 Ram,
no graphics card (64mb intergrated)
235w PSU (severely lacking I know)
250GB 7400 3.5'' HDD
250GB 5400 2.5'' HDD
1360x738 res display,

You need a graphics card that does not need a 6 pin aux power lead.
GTX750 is about the strongest you can get.
Here is one that is low profile too:

thanks for the help and wow that inexpensive? was worried Id be spending upwards of 200.
would that card run games like I mentioned above?

Don't know, but that is about as good as you can do without replacing your psu or going to a full height graphics card.
It will be a significant improvement over integrated graphics.
