280X is newer, and a bit stronger, but look carefully at the newegg negative reviews(34%) if this is your card:

GTX970 will be a better card if you can handle $330 or so.
The stock cooler is fine.

Well id give anything to have enough cash for it 
I mainly want to have a better GPU than a PS4 and i may go with the R9-280 or the R9-280X. I do not intend to overclock so i may just go with the R9-280. Out of all GPU`s i have seen the R9-280 is the most performance/Cash ratio for only $220 something and i do not do anything high performance like video rendering and such. The most performance needing thing i will even do is play Skryim with a lot of graphics mods and the R9-280 will be able to play them blindfolded.
