Is this enthusiast or high end

I would also say high end. Though in this price range with a single GPU, Z97 with a i7-4790k makes more sense to me. Unless you get the i7-5830k for the extra PCIe lanes and plan to do more then 2 GPUs.

X99 supports quad channel memory and a 4x2GB kit doesn't really make sense. Start at 4x4GB.
