I really like Windows 7, but if i get Windows 7 for my new gaming pc build is it going to be worse than Windows 8.1? Does speed differ , or is it pretty much what the user prefers? Is it okay if i get windows 7, is it futerproof?

Also, i am trying to decide between CPUs (no overclocking) - i5 4460, i5 4570, i5 4590, or i5 4690.. It's being paired with a Evga SC GTX 760 graphics card to play Guild wars 2! Please help me decide!

I believe all the sites listed on there are good to go. You can always pick the company you want to order from - even the same company if you prefer to get it all at one place (I sometimes do this because I have to have them delivered to my office).
While there are some games that gain a boost under Windows 8.1 (10%+), overall the improvement is a performance boost around 2%, so unless the games you intend to play are one of those that gain a nice increase in performance I'd go with whatever OS feels most comfortable to you.

Futureproof....... lots of ppl still use XP even though there's no more security upgrades and such, so I guess Win7 will last as much as games are compatible with it.

CPU........ if budget is a problem take the cheapest, otherwise go with the 4690.

Windows 7 and Windows 8 are basically about the same - there are new features in Windows 8 that aren't available in Windows 7 - mostly dealing with storage. I purchased Start8 (a $4.99 3rd-party add-on) that makes it look and feel like Windows 7 (my preference - I like my start button).

All of the CPUs listed would probably max out the gaming - so I would look for bargains among them...
