How do you make your computer run at 60fps constantly?

I'll be using my TV for a monitor until I can buy a good monitor. How do you set the computer to only run up to 60fps because the computer could be running the game at 120fps and the monitor only showing 60fps, so Is there a way to put a maximum fps limit ? because it would be a waste of energy and it could lower the life of the components.
 
Solution
Vsync would limit the framerate to the monitor/tvs refresh rate, however there is no real need. Your components will still run at the same levels of performance, draw the same power, and have the same longevity regardless of what your monitor is displaying.

Solution


It's really the responsibility of the application designer to introduce frame limiting.

Forcing VSync is an effective alternative but some applications may not be aware of the driver forcing it and this can introduce some input lag.

There are also various driver hacks, but these can cause more problems than they solve.
