Ethernet Connection Slower Than Ever

Hi all, I have an ASUS CM1745 that is usually connected to a Netgear R6300 router. With my old plan, I got around 100/10, and recently upgraded to a plan that is supposed to be 300/20. About a day before I decided to upgrade, the internet speed started jumping around anywhere from .1mbps to 70mbps, but would not go any higher. This speed drop occurred in both the wireless and the wired connection. When I tested the ethernet connection on a laptop of mine, the speeds skyrocketed to 315/22, but my PC still does not get anywhere past 50/10 for the most part. I've tried to upgrade the LAN driver and all that, but have found myself stuck, frustrated, and unable to get the speed I pay for. What can I do in order to fix this? I am currently with TWC.

I'd contact your ISP to ensure you are getting your full bandwidth and see if they can help, might need some changes specific to them

I've already contacted the ISP, and when he came to test out the internet on his laptop, it went up to 300/20 as it should have, so he was stuck as well.
