i have tried checking the power settings but for some reason my monitors go black and my applications (music, etc) stop running at random times. I have tried formatting the drive, reinstalling windows, buying a new power supply and new hard drive but nothing fixes this.

The most recent time that this happens was after I installed the new hard drive and windows was expanding the installation files. I really can't fix this. Aside from buying a new computer, I don't know what to do. Please help

It can be a bad PSU? I recommend borrowing any good PSU and testing it, perhaps from a friend? is it because something is overheating? Usually when a CPU or GPU reaches high temps the computer will shut down to prevent damage form my knowledge. Download something like SPEEDFAN that tells you basic temps. http://www.almico.com/sfdownload.php < download speedfan. Let me know how that goes. Whats your readings!? Good Luck

Here is a great temperature monitor software - http://www.cpuid.com/softwares/hwmonitor.html

When you say your monitor goes black, is it just your monitor?
Is your computing shutting down?
Do you have any looping noise coming through on speakers/headphones?

The 3 main culprits are -
CPU overheating
GPU overheating
Bad PSU

If you are just losing screen output, I would try using another Graphics Card, or revert to onboard graphics if you already have one installed.
If your entire computer is shutting down, check your temperatures of GPU and CPU.
If you hear sound loops at all, it can be a CPU related issue - which can be from overheating or it's burning out - I've seen both issues many times.
If all of your temperatures are fine, try using a known-good PSU.

You can also check your administrative events to see if you are getting any specific errors -
Start>Right Click Computer>Manage>Event Viewer>Custom Views>Administrative Views

If you aren't getting any blue screens, boot errors, or pop-up errors on desktop, it probably isn't RAM or HDD related.
