Scrolling issue using IE only on Facebook

I've been having this issue for a very long time now... at least a year.
I've tried fixing it several times, give up, and then get annoyed by it and try again.

I don't know what else to try or if others have this same issue.

When I expand a Facebook comment thread, I can't click on anything below the top of the thread, or my page scrolls back up to the top of the thread.
I've tried asking on Facebook forums and got 0 answers... I've asked some IT colleagues and have had no solution still.

I've tried -
1. Resetting IE to default - This fixes it for a few launches of IE, and then it starts occurring again.
2. Starting IE in no-addon mode. This also fixes it for a few launches, and then it occurs again.
3. Disabling every feature in IE does not fix the issue.
4. I've reformatted (not because of this issue, but I've been on several new formats with the same issue).

I have this issue across all 3 of my Windows 7 x64 PCs. I literally can't find anything online of people having the same issue... I can't see how I'm the only one with this ridiculous annoyance though...
 
Solution
the reason for that is one else uses IE to surf the web anymore(lol), from what i can see it's a compatibility problem (in CCS or Jquery). why not just another browser?

Yes, I know many people use Chrome instead... I get made fun of this plenty (lol). I just have some preferences to IE over Chrome...

One is that I like to be able to see the download rate that I am downloading something, and I haven't been able to find any add-on that would add that (unless you know of one?)...

Two, I talk over Mumble and my Push To Talk key is Mouse 5 (back button). When I push my PTT key to speak while my cursor is over a web page, I can move it down to the task bar and it won't back up my page in IE. In Chrome, if I push my Mouse 5 to talk over a webpage and move my cursor down to the task bar, it still backs up my page which is extremely annoying to me (and disabling Mouse 5 as a backwards is not plausible to me, I use it all the time)...

So... yes, maybe some weird reasons - but those 2 are the main ones.

Anyways, have not been able to resolve this issue, and I'm extremely surprised if it's a bug or incompatibility issue with Jquery(although I'm not doubting it), I just figured it would have been resolved by now. It didn't always do this.

I haven't used Firefox in quite awhile.
The Facebook issue doesn't occur in Chrome.

I just want to be able to see download rate and the issue I mentioned with my push to talk button.
