Can I transfer a user account folder?

I'm primarily a Mac user, but my son uses Windows. In OSX, if I wanted to just move saved games, program/application data, and other user account settings to another computer (without taking applications) I could go into /Users and drag/drop my Home folder to where I need it. I would then make a new user account whose short name matches the folder name to link up the account to the data.

Is this, or a similar technique, possible with Windows?

I have parts available for an upgrade. One of the upgrades is to potentially set up RAID0 for two 500GB SSDs. Those drives are new/blank, and I'd like to install Windows on them instead of using cloning software to move everything over. But I don't want my son to have to lose his setup and other stuff. Can I take his C:\Users\[Username] folder from the SSD he's using now and drag/drop OSX-style to a new Windows installation? I would hope that upon installing relevant games and programs that the data that was copied would link to it.

But I don't know if Windows works that way. Can any one educate me a bit on this aspect of Windows?

yes probably it will work on some games but not all. but i would suggest to re install the games first so it will create it's folder in user then override it with the with the OLD data.
