Yes, 700w is plenty more than enough for that GPU

Yes that's more than plenty. I have a r9 290 on a 430w Corsair 80 plus bronze Modular PSU and it's running all my games including witcher 2 / far cry 3 like a champ! Try this link to see the minimum for your gpu. MSI PSU Calculator.

Completely overkill for a R9-270X in theory - should be more than enough for a R9-295X2. In practice, quality could be an issue - no idea what Edge / Blazar is worth.

But what about the 12v rails? this psu has a 12v 22a and here https://forum-en.msi.com/faq/article/power-requirements... it says i need atleast 24a

All of these psu requirements aren't all correct. Like I said i'm running a 290 on a 430 w like a beast. This article is telling me I need a minimum of like 550 watts. If I can tell you anything, stay away from less common psu makers like this psu. Also get a 80 plus bronze at least if not better psu. If your thinking of doing Crossfire I'd get at least a 600 watt psu.
if not here's my psu for $20. Corsair 430w Modular 80 plus bronze

A Radeon R9-270X needs 24 amps on the 12v + rail and a 500 watt power supply with 2 - 6pin PCIE connections.

I'd get the 525w one, because non of these are 80 plus, it's pretty much how efficient it transfers the power.
