Here is my rig
Cpu amd 965 b.e about to upgrade to the fx 8350
GPU r7 260x
PSU Thermaltake 750 tough power
Ssd evo 830
MOB msi 970 gaming

Here is my question I want to dual screen can I with crossfire or can I get a r9 to run the gaming monitor an use the r7 for the other screen or do I need to run the same card with out crossfire

You can do all of them.
You can run two cards in crossfire and have two monitors, you can have the R9 and R7 run separate monitors, or you can have both run on one card.

I would buy the single strongest card you can, and run both monitors on it.
On a side note, depending which R9 you are planning to use, look into the 970 or 980.

What do you mean look into the 970 or 980 I am asking cause I am going to stream so looking for what will work best an not have poor quality I know I can't crossfire 2 different cards an the r7 260x does just fine with everything I am doing so idk what direction to go would running the cards separately effect quality an if crossfire would I plug into both cards or just 1

Im saying any of which you asked in the question work.
And with the 970 or 980, they are the new lineup of cards from Nvidia, they offer the best performance and performance/price around.
