I tried changing port and new usb cable but no hope.
I tried to change the power settings but no hope with that.
and I also tried this:

Go to the asus site, search for your mobo . If it supports ez flash get the bios update extract it. To a usb flash drive

Reboot go into the BIOS go to ez flash. Point it to the flash drive load the bios file. It maybe a bin file.

Wait for it to finish

You select the OS then the latest BIOS under bios. Since this is a laptop download the latest version of the bios flash utility as well

You may have to use this to update it

Go to the USB controller entry in device. Go into each entry power under USB root hub.

Management tab. Untick allow the computer to turn this device off to save power. See if that fixes it

I have the same Asus laptop with the same iPhone problem. My crude workaround is to connect a powered USB hub between the Asus and the iPhone. Through the hub I can now see the storage, photos, etc, on the iPhone.

Asus/win81 has some kind of problem, maybe with devices that want to charge off the laptop. Asus phone support was no help.

apple devices pull twice the max current that USB spec allows. On a PC you have to have a USB port with a custom driver to prevent the port from shutting down when you plug these devices in. Hence, why some vendors have made drivers and dedicated USB ports for charging apple devices.
So, the default usb driver will allow power to be supplied, detects the overload, shuts the port down, restarts the port, the apple device reconnects and starts to pull power and the cycle starts again, over and over.

put your apple devices on its own USB charger or use a custom USB driver for your motherboard that does not conform to the USB standard.

this is not a bug in windows 8.1 USB support, it was caused by apple trying to make their products not work on a PC and using the standard USB connector but using incorrect specs that only they use. I am sure they feel bad that they cause problems for PC users. (that's a joke)

Thank you. That's quite an insight and food for thought. I wonder if some win 7 driver could replace the one on this win 8.1 laptop since this iPhone will readily connect to my win 7 desktop?

check your vendors website for your machine, look for a usb driver that has a name like Applecharger.sys
windows 7 had the same problem but did not tell people with a popup. It would just connect charge for a second and disconnect thousands of times until the device got its charge. Most people did not know they were having problems.
windows 8.1 put a little popup warning to alert people to the problem. putting the device on its own powered hub would help hide the problem from the laptop driver. There might be a way to turn off the warning also, but you risk damage to the port. (the error is used to disconnect devices in the case of a short circuit)
(USB standard indicates 500 milliamps at 5 volts max, apple devices can use 1100milliamps at 5 volts)

here is a link to apple support about the subject:

Had a similar prob a few days ago. A guy on here tried to get a wireless USB headset to work.

Checked device manager under the unknown USB it said bad device.

Later found out that it did need a powered USB hub to get the driver to install. Once it was plugged into the hub, it worked / was fine

There was a lack of power to power the USB port the USB headset receiver was plugged into
