Nvidia GTS 250 Fan speed

I have recently upgraded my OS from Win XP SP3 to Win 8.1. everything is working fine except that there was a "tool" or program that I opened to changed the GPU's fan speed and thus increases the "power" of the card. For example, It has a little icon in the tray of a yellow man. If I am to start Flightsimulator X, I would click on that icon. It opened a new window. Then I select the yellow aeroplane. Immediately the fan's speed increases, you can here it, and I am able to play the game. If you don'rt do this, then you won't be able to use all the GPU's resources.

Now after installation of Win 8.1, this feature is gone. While my PC is at idle, the GPU's fan is running at a very high speed and it is making a lot of noice. The load on it is really low.

I do not know what was the name of this program. I think it was part of the card's software but after installing the newest drivers, there were none such programs.

Is there a way of getting this back? I am not very good at overclocking and neat something that can almost do this automatically.
