slow internet on my desktop but not my laptop and other devices?

I have my desktop upstairs and my router downstairs its only one floor between and my download speed is between 0.5 and 13 mbps it changes all the time and it was 19.5 but only once but its mainly at the lower end around 2mbps most of the time i took my laptop upstairs and did a speedtest right next to my desktop and it came out at 30mbps and next to my router its 37 mbps. I took my desktop downstairs to the room my router is in and its at 37 mbps. I rang my ISP and they helped me as much as they could but its not made any difference. so why is my desktop so much slower in my room compared to my laptop and how do i fix this?

For consistent network speeds, if cat5 is not an option, look into powerline network adapters. They allow the power outlets of your house to be used for ethernet. If your house is newer, you need to check the kind of circuit breakers you have. Arc Fault breakers will impede powerline network adapters. If you have coax available you might look at MOCA adapters.
