Refuses to cycle up Core2Quad Q6600

Before I start let me say I have never stressed this system at all it was built in 2007.

System Hardware
XFX 680i LT SLI
8GB DDR2
430 watt Power Supply
DVD RW
4 160GB mechanical Seagate 7200 HDD
Core2Quad 2.40 GhZ Q6600 Kentsfield 65 NM
256MB Nvidia 8600 GTS
ULTRA Etorque case
Originally all Vista Certified Hardware system runs Windows 7 64bit Home Premium.

I use programs like Nvidia dynamic BIOS and CPU-Z and GPU-Z according to them as follows:

CPU - Core Speed 1598.9 Multiplier x6.0 (BIOS is set to 9x) Bus Speed 266.3 MHz Rated FSB 1065.3MHz
Graphics - GPU G84 80 NM Revision A2 Core 675 MHz Shaders 1450 MHz Memory 1008 MHz Memory size 256MB Bus Width 128 bits
System Memory - PC2-6400 (400 MHz)

While I don't want a system to run fans really loud all the time, I would like to give it a gentle nudge I have changed the multiplier up to 12 but the with everything set to auto it just cycles right back down and the CPU sits at 2.40 GHz I play SWTOR sometimes and Banished thats about it so just want to give my system a power boost that it is built to actually handle, until now I have never had a need to boost up the power. So some minor hints, tricks, and tweaks would be helpful but I don't want to melt it..lol.
