Should i buy a Asus R9290-DC2OC-4GD5 or a Gigabyte Radeon R9 290 4GB WINDFORCE

Also will my power supply suffice?

A GTX970 is a MUCH better buy at the moment.

But your power supply is fine.

If you are gaming than neither. The GTX 970 is cheaper, faster, uses less power, and runs much cooler. For the PSU I would stray away from the CS series like the CX series it uses some cheaper capacitors. and for the price there are better units available.

which manufacturer should i buy a GTX 970 from? ive heard EVGA are the best manufacturer of nvidia cards is this still true?

Evga is good and has the better customer service, but the coolers from Gigabyte, Asus, and MSI are usually a bit better.
