Can this run Mincraft at over 100+ FPS while running a low-end shaders?

No, it won't, minecraft is a CPU intense game, if you only play minecraft, then do not get a graphics card, get an Intel I3/I5 and use integrated graphics.

Also that PSU is JUNK and should NEVER be used, NEVER cheap out on a graphics card, you risk too much.
Needlessly expensive RAM.
Graphics card will fit in almost ANY chassis.

It should but be aware that cpu is actually "dual module" like all current amd chips, as well i'd stay very far away from logisys power supplies if i cared any about my pc

I was planning to record, so if I start like Fraps to lock my FPS at 60, and to run Modpacks like SkyFactory

I was told that if you don't have a graphics card, then Shaders wont be good. I will change the PSU, was told it was better than Diablotek (Also very bad), but I was planning to record minecraft.
My friend has a gaming PC, my specs are better, like the processor has 3.8 Ghz, mine has 3.9 Ghz and his RAM is DDR3- 1866.
Also, on a crap laptop, I got 50 FPS and its specs were horrible. At one point I had 80, until I reset it.
Intel Core i3 (Forgot which kind xD) 1.9 Ghz
4GB Memory (Not DDR3)
Integrated Graphics
500 HDD 7200 RPM
