will i be able to play watch dogs on ultra-high setting with 4gb ddr3 ram and sapphire amd r9 270x 2 gb i-3-2100 3.10 ghz???

Most likely not, recommended is 8gb system ram, and about 3gb vram for ultra textures. I guess the best way is to try and find out.

Most definetly not...I have a hard time running medium-high at 1080p and keeping 40fps, and I have an ASUS 290x...
The game is just ludicrously leaning towards Nvidia; sheesh, even AC4 is supposedly lighter on the red team's GPUs :p 

I've heard of i3 CPUs that can run the game at the same settings of an i5 backed up by a 280/290 x/non, but they manage to keep above 60 as long as the GPU is a minimally capable Nvidia (660/750 and up) instead of the barely 35-40 of their AMD counterparts.
