So this is my build:
CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor ($179.99 @ Newegg)
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard ($88.98 @ SuperBiiz)
Memory: G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600 Memory ($72.00 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($53.99 @ Amazon)
Video Card: Sapphire Radeon R9 270X 2GB Dual-X Video Card ($188.99 @ SuperBiiz)
Case: Corsair SPEC-02 ATX Mid Tower Case ($59.99 @ Amazon)
Power Supply: EVGA 600B 600W 80+ Bronze Certified ATX Power Supply ($49.99 @ NCIX US)
Optical Drive: Asus DRW-24F1ST DVD/CD Writer ($14.99 @ Newegg)
Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit) ($86.99 @ NCIX US)
Total: $795.91

The video card i was going to get is www.pcpartpicker.com/part/sapphire-video-card-112170120...

But, since the only ones in stock are overclocked i don't really wanna buy it. I don't need it to be overclocked and suffer the consequences, since i will only be playing one game on this build; World of Warcraft.

So is there anything else around 200$ that is worth getting? Please let me know what you think

You won't get issues from factory OCed card unless its faulty or you OC it (the wrong way that is). There's R9 280 in the price range though.

I know that if it's factory OC it was done successfully, but it's still an OC meaning shorter life more heat etc. I dont need this since i dont need to boost up my fps to play this game that is mainly processor based

But it simply won't do what you're saying. Shorter life? Nope, you'll probably have upgraded twice until it stops working. Heat? A good AMD from Sapphire/ MSI/ GB/ Asus will not produce any more heat than a non-OC one.
