Avoiding Static-Electricity when creating a computer & using a Wheelchair?

I realize that this maybe a strange question for most people but it's almost impossible avoiding
Static-Electricity and destroying everything in the computer. I used everything from grounding straps, touching pieces of metal. I used everything from grounding straps, touching pieces of metal.
I've done it before but I needed a friends help, don't ask how but it wasn't easy.

Plug the PSU in but don't turn it on. Bolt it to the case. As long as you are touching bare metal of the case you are grounded to earth. (In the UK anyway this is how house wiring works)

Could you move from wheelchair to a normal chair that builds up less static?
