I was banking on the GTX 970 but here in India, it turns out they want to price it at $460. What should I do? Import from Amazon US or just leave the thought and wait for the mediocre gtx960?

Wait a while, right now supply is limited globally, so prices are high, and may go up further over the next few weeks, it usually takes a month or two for prices to settle down after a new hardware release.
Just be patient, you have a good, solid system there, no real need to rush into an upgrade just yet.

Nvidia officially announced that the GTX 970 reference card will be launched for 28000INR and 46000 INR for the 980.

Actually, its priced as it should be in the Indian market. GTX 770 is 26k, and 970 is 28k, absolutely valid prices. Don't compare it with direct conversion to USD, there's price hike, import taxes and what not. You'll have to pay custom duty if you wish to import.

The problem is, in India, the prices are static. For example : a GTX 770 still costs 460$ here. a GTX 760 still costs 330$ (both for reference designs)
