[Troubleshooting] Desperately need help! Trying to install drivers for R9 290X. "Install Package Failure"

With the help of this website, I built my first desktop roughly two weeks ago. Everything seemed to work together fine and I had decided to wait for a bit to purchase my GPU. So this last two weeks, I was running on Integrated Graphics 4600 and I had no complaints.

Today, my 290X arrived, and I put it into my system, plugged in the 8 pin and 6 pin connector and tried booting the system with the HDMI cable attached to the new graphics card. The Monitor read "No signal" so I realised that it was probably because I hadn't installed the drivers yet.

So I placed the HDMI cable back into the Motherboard slot and have been trying to install the drivers from a) the provided CD, b) the Radeon website and c) the Sapphire website (it is a sapphire built-290x). However, in all three circumstances I keep receiving the message "Application Install: install package failure!"

I've tried uninstalling the Intel display drivers and AMD drivers and trying again, but still to no avail, sometimes showing the message Failed to load detection driver.

I've been at it for a couple of hours and I've pretty much given up and I seem to have exhausted most of the advice on internet forums. Is there anything wrong that I'm doing? Anything that is really simple that I've overlooked?

Thanks for the reply, but I went to your link and tried cleaning the drivers with the DDU software and installing the driver afterwards. Still coming up with the same old install package failure issue. I'm at a complete and utter loss here. Opened up my system again to check whether the fans are working and the power is on, and they are.

Why the fuck would it be so difficult to get something like this working. Feeling frustrated.

Hm- very strange... Scan for malware... if you still have that problem, backup your data and format your drive. Install OS again.

I know this is a pain in the a**, but if you're having that type of problem, something is wrong.

I'd do this:
Backup all important data you want to save to a USB drive.
Scan with Malwarebytes - don't forget to update.
Download, install, and run CCleaner. Specifically the registry tab... scan and remove all errors.

Go to safe mode.
Run DDU from safe mode.
Boot into Windows again.
You should see crappy resolution and color.
If you get any messages about a driver being installed automatically - stop the process from happening.
If you don't get anything like that, install CCC again.

If that all fails- format the hdd w/ the OS. Try on a fresh install.

Thanks again for the advice. I really do appreciate it. In all the places I posted for help, you're the only who has replied so Im grateful for that. With regards to my desktop, I had exhausted all the options, including the ones you had stated. I found that if I had an internet connection, the drivers would be automatically re-installed. So I uninstalled all previous AMD drivers, went into safemode and uninstalled the intel drivers (from where it couldn't be reinstalled) and then tried to launch the installation, but then a different error came up regarding "failed to load detection driver".

So i basically gave up and have given it to a local pc repair shop to see if they can fix it. I don't really know what they can do which I haven't done already, but I was desperate and didn't receive any other form of help online. I'm pretty sure it's not an issue with the card since the fans on it run normally. I am now inclined to believe that the only thing that is viable is a fresh install. I was planning to avoid that since I'm pretty sure it will muck up the software I have installed on it already (i.e. Steam, Office 365, etc)
