I would like to build a PC for $1,300 including a Monitor and OS. This will be my build so i am kind of don't know what im doing with this stuff. Is building a PC hard and how long will it take?

it not hard if you watch a lot of how to build a pc that are free on you tube and take your time. most newer pc most of the parts are labeled and keyed. on building the pc give yourself a few hours from prep to installing the os.
when building find a nice large table so that you can spread out the parts. have a led flashlight to look at labels and the cpu pins. have one Phipps screw driver that has a magnetic tip. it save you from dropping the mb standoff screws or rear case screws into the case. pick up a jar from an auto parts store of mixed size plastic ty-wraps for wire management.
when i build A pc I take the case out of the box and remove all the extra parts. I then put in the mb shield. if put in right will pop and lock in. may need a rubber hammer to tap it in. then want to line up the mb and put in the mb standoffs in the case. with the standoff in take the mb out and install the cpu after you check for bent pins. then install the cpu heat sink and the ram. install the mb then install the power supply and connect the power cables (24 pin and the 8 pin connector).
when you start installing power cables and sata cables do a dry run for where there going and where to tie them for cable management. lot of people run the cables over the gpu or cpu fans. dont want to run cables over fans so they dont get sucked in. the biggest issue with building is on sata power and data cables. are fragile...do much stress and they will snap off.

Pretty much the best PC I can put up. Just keep in mind that the storage part is only a 256GB SSD, which is why I'd advise you to spend another $45 on a hard drive. Which should be possible if you take into account the rebates and discounts, which should leave plenty of headroom for a 1-2TB HDD. And if you'd like to, you can switch the MSI to a Gigabyte, but they're both on par in performance and cooling, and the MSI is quieter, dead silent at idle, thinner, and follows the black and red theme of the build. Otherwise, your set! ;)

EDIT: Oops, forgot monitor, my bad. Sorry, I can't fit it into budget with sacrifices :(
