Error Code 19 (GPU)

i'v been looking everywhere and tried ALOT but most of the solutions for my error code are towards dvd/cd rom drives but i am getting this error on my gtx 770

*Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)*

i have reinstalled, deleted, drivers and registry using tools and manually booted in safe mode tried to boot from last known good configuration but that didn't work either

even when i delete everything and it resorts back to being called "standard VGA graphics adapter" it still has error code 19 neither my second monitor or my oculus work and i cannot get any games to function iv tried switching pci slots updated the bios (which i failed at luckily i have a backup switch on my board)
downloading old nvidia drivers and new ones (also should be stated i cannot get nvidia control panel or geforce experience to open)

it's working for all my work purposes such as online,docs,videos, sony vegas still works but no extra monitors and nothing from Arma to metro will work

EDIT: i should also mention the computer can not enter sleep or hibernate both options are greyed out

I5 2500k (stock never overclocked yet)
ASUS maximus extreme IV motherboard
8gb of g-skill 2133 (downclocked to 1600mhz for 8 months now)
gtx 770 4gb from asus (been in my system for 4-6 months already without problems *replaced a 7770 1gb*)
corsair force gt 120gb (boot drive)
Seagate 7200rpm 1tb drive
corsair ax850w psu gold
DVD drive (don't remember brand)

Windows 7 64bit not new (build was around the time of i5 2500k release) but full retail purchase *OEM purchase*
