Power Supply Unit is "melting"?

I opened it up to clean it and sow this whats on the picture(sorry for quality, made by old 8 years old phone). Is it liquid that pop up from condeser or some kind of thermal paste?

I believe Chieftec is good PSU manufacturer(one of the best back then). I own this PSU for over 8 years and it served on 3 PCs(now running 4 core cpu and decent graphics). When there was not enough power to handle some games it just shut down PC to prevent damage, but still it handled games like BF4 which uses all PC resources. I find out that this thing inside is cilicone to reduce noice.

Well, I don't know. I looked up on YT and seen tone of newest PSUs like XFX 850, Corsair and others that make some weird noices, one guy exchanged it twice and both had same issue from beginning. This PSU is 8 years old running PC for nearly 16 hours a day. I think cilicone is something good to prevent noise that isn't seen in other PSUs.
 
until the caps blow I guess it's good. but the longer you use these things, depending on make and model, you're flirting with disaster........... and a really smelly house. ever been around a cap when they go? you better hope you're right there so you can pull all the wires from the back of the machine, grab the machine and run for the nearest exit........ and I mean that.
