I am pretty much replacing my whole computer. Only thing I am keeping is my hard drives, PSU and ram. So here is what I have picked out so far.

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
Motherboard: Asus Z97-A ATX LGA1150 Motherboard
GPU: ?????

Now I am not to for sure what gpu to pick just yet and that is why I am here. I can not decide what gpu to buy. I mostly play arma 3 and 2. So throw me some suggestions. nothing to pricey. I would say around 400ish. Also what do you think of the motherboard and CPU and thoughts on buying a water cooler for the cpu?

Pick up a new NVIDIA GTX 900 Series graphics card.

They have four gigs of RAM, higher clock speeds and lower TDPs than the 700 series, and comparable AMD GPUs.
-> http://www.newegg.com/Product/Product.aspx?Item=N82E168...

CPU is great, dont need anything more than that unless you're running servers or doing workstation-grade editing.
Motherboard is also a fantastic choice. ASUS makes high quality gear.
A water cooler doesn't show off its color unless you're over-clocking or doing CPU-intensive gaming(Strategy, primarily.)
Water coolers, however, are great for bragging rights.

Perfect cpu and motherboard, although i'd rather you have an i7 (4770 perhaps ?) because i assume arma is cpu intensive. About the gpu i'd go with a 970 it would be a perfect fit and it performs great. Water cooling is good for overclocking to high temps, it does not help if your cpu is stock or if it's at an easy overclock (4.0-4.5) air cooling can handle it easily (i mean aftermarket air coolers).

i thought about going with one of the i7s but was just waiting to see what gpu I would get. I think I might jump up to a i7.

Games are becoming demanding now and trust me an i7 would help and will be future proof, also the 970 and the asus motherboard is really good.

What i7 do you recommend? What do you think of the Intel Core-i7 4770 3.4 GHz Quad-Core (BX80646I74770) Processor
?

You can cheat and get an i7 for i5 price IF you don't care about overclocking: A xeon with HT is basically an i7 sans the built in gpu pair it with a h97 mobo = nice price and great performance.

For arma 3 specifically, and for most mmo's and such an overclocked i5 is the sweet spot as they usually only use 1-2 cores mainly.

However ideally you want an overclocked i7 to cover all possibilities.

It all comes down to your budget.

My budget comes down to around 300 for a cpu.

You said you budget for a gpu is 400 + 300 for cpu. The 970 comes well under that, at $~330-350 i believe.

Get the i7 4770k + z97 mobo, grab a gtx 970. Make sure to also get an aftermarket cpu cooler.
If price gets too high run the cpu on stock cooler till you get together the money later for a aftermarket one.

Sick build.

An i7 is fantastic...if you have the extra money for it.
The only issue is that while Arma 3 is indeed CPU intensive(To a point), it never uses more than 4 threads.(You can modify the start parameters to utilize all 8, but it doesn't significantly increase the performance.) So, you can buy all the i7's you want, but the performance increase over an i5 on Arma 3 isn't going to be more than two-three fps.

So, if all you're doing is playing games like Arma, there's no justification to waste your money on an i7.

That's what I recommended :)
an i7 4770k (if you intend to overclock) otherwise a 4770 with an H97 mobo and the gtx 970 :)
