Installing a graphics card

Hey guys me again lol, I think the only option for me is to get this http://www.amazon.com/XFX-Radeon-Profile-PCI-Express-ON...

But I opened up my case and noticed this weird thing. check it out and let me know what it is and how can i install a different graphics card.
Im wondering if I Can still install different graphic cards even though there but there will be a wide open space.

if you think there is one a little better and only a bit more expensive please let me know.
heres my pc specs:

280 PSU

Dell Optiplex 755 Small Form Factor so im looking for low profile cards
Intel(R) Core (TM)2 Duo CPU E6550 @ 2.33GHz
4 GB Ram (3.24 GB usable)
32-bit operating system\

That thing is just for letting you install the card vertically, it goes in the motherboard and then you install the gpu on it.
And why not take this:

it's a newer model (still old though)

if you could spend even more you can get this:

It depends on what you want, If you don't want to mess with anything just put the gpu in where the old one was, if you want it vertically then install the gpu in that thing (still don't know what it's called) and install it into the motherboard.
