Good enough PC that refuse to run games smooth

I've bought my PC 3 years ago and since then i've had issues with FPS/Stability in games like Combat Arms, Dragon Nest, MW2, Skyrim and pretty much 99% of the games that I've been played.

Today 23/09/2014, I'm still having the same issues with light games that doesn't suppose to lag that much, but still do for some reason.

My specs are:
CPU: i5 750 @2.67 OC to 3.04

Motherboard: Gigabyte P55A-UD3

GPU: Sapphire HD5770 New Edition

RAM: 2x4 dual channel kingston blu 1600ghz (Had 2x2 1300ghz g.skill and replaced them cause i thought it was the problem before[was a big mistake btw, cause it didn't fix anything])

PSU: SeaSonic 500W Bronze

HDD: WD Blue caviar 500GB

Playing on 1920x1080 resolution(Samsung SyncMaster P2370), I've tried to run the games on lower resolution and it didn't fixed the problem at all. (had the same fps like i played on 1920x1080)

CPU idle is at 48C. on pressure it gets to 55~58 max.
GPU stays at 38 on idle, on pressure it gets to 60max.

I've tried to lower the game settings, but i still get the same fps (???)

I don't know what to do anymore.. i have tried everything that i could think of... (yeah already cleaned my pc from dust, switched thermal gel for the CPU, updated all drivers to the latest versions and even tried all the soft-wares in the world and nothing helps.

Please help me to fix that mysterious problem once and for all, thanks.

1) Give me more information on that WD blue. How old is it?

2) Same deal with the SeaSonic. I doubt that's the issue, since it's seasonic, but...

Also, you have tried reinstalling windows, correct? It's a drastic thing to do, but backing up data and doing a completely clean re-install can solve almost anything.

Bought both of them 3~4 years ago.
I've tried to reinstall a completely clean re-install back at the time, but these days i'm just formatting C drive.

Which PCI-E slot are you using? The top slot closest to CPU runs at x16 speed while the 2nd bottom slot runs at x4 speed. Just wondering if this might be a simple mistake.

Check also if you are using the correct slot that in GPU-Z the card is running at the correct Bus interface of PCI-E 2 @ 16X 2.0, you may need to do the test by clicking the ? mark if there is one and if its running correctly, the Bus interface readout will change within a couple of seconds.

Doesn't the 5770 require like 450w? Maybe you need a bit more power?

If you have a 2nd GPU to swap for testing, that might help eliminate problems with the card itself.

That... makes me strongly think that it's a driver issue.

it would be indicative of either that or that you're simply producing way too many frames because of not having a framerate cap, but since your issue is low FPS... :p 

I strongly believe that backing up your data, formatting your drive, and reinstalling windows would solve the problem.
*(That is clean reinstalling, btw. Not sure what you were thinking it was.)

Obviously first try rolling back your drivers to before the latest update, but...

Check those figures: CPU@60% GPU@99%, what you have there, mate is a good, old fashioned GPU bottleneck-Quite simply, the CPU is much faster than the GPU, this is confirmed by the fact you see no improvement in frame rate with a lower resolution, changing to a lower res doesn't help the CPU much but should help the GPU, by reducing its workload.
Everything is not lost, though.
The HD5770 HATES anti aliasing, turn it off for an instant frame rate boost.
Keep to the monitors native resolution but lower the details, fog and high end lighting effects (sun rays, HDR, high precision shadows, reflections etc) all hurt the 5770, turn them down or even off.
The i5 750 can run a much more potent graphics card, mine ran a HD7950 at nearly 100% and gave great gameplay in AAA titles like Metro LL, the new Tomb Raider and Wolfenstein TNO, all at 1920x1080 and all at high or max settings, albeit with an OC to 3.4GHz, so it's still a fine gaming CPU!

^ Got one tucked away in a draw as a backup/troubleshooter, it's main problem was always the 1Gb of memory and 128 bit memory bus, which conspired to really hammer the frame rate if AA was applied.

It's still the same for x16 and x4 in both slots i have no diffrence in the frames.

1st, no it doesn't consume that much of the PSU.
2nd, I don't have another GPU to test it out.

A bottleneck, are you serious? then how do i fix that? maybe reducing abit the clock rate of my cpu and oc my gpu will help?
And as for games... even if i put everything on low and by low i mean the lowest a game can go, i still have fps issues in most of the games (even the light ones)

Sounds driver related to me or bad gpu. If you lower all the settings as you have stated several times and you are still getting crap fps then that's driver related or a bad gpu all together. I would attempt a full fresh Install of windows. Wipe it clean and start fresh.

Which driver version would you think would be the best for my HD 5770? right now i have 14.4, which is the latest available.

Try getting rid of the new drivers and going back to what worked before.

What bios revision is your motherboard currently operating with? Seems version F2 is plagued with problems and compatibility issues with HD5xxx series. Apparently Newegg had loads of user feedback suggesting to change to a later version on arrival.

It doesn't look like your problem is as severe so seems you may have got the board a little later with an update already applied but felt i should mention it anyway. F2 Bios in worst case was causing problems with 5xxx series(yours included) display stripes/crashing and something about a big cursor.

Bios update is here http://www.gigabyte.com.au/products/product-page.aspx?p... they're up to F11, so worth taking a look if yours is out of date.
