Hello all. Ok, here goes, I recently "reset" my Windows 8.1 and everything went well. Keep in mind, I've didn't have this issue on the machine before I reset.However when I installed PS2 it gave me that error. I did some research and everything I found pointed to directx having an issue. I will elaborate if I need to.

You need to reinstall directx end user runtime. Google it and install it.

This is a missing DirectX helper library. The helper library should have been installed along with Planetside 2. The Planetside 2 folder may include a setup file for the redistributable.

If that doesn't help, try the DirectX Web Installer, this will install missing legacy components.
