New build advice - $1,400 USD Budget mITX Build.

My birthday (40th) is fast approaching [Sept. 24th], I decided that I needed a cute, yet powerful gaming computer to make me feel good. I will be finalizing the parts list and making the purchases no later than Monday, September 29, 2014. I will then document the build and post the benchmarks (fingers crossed, wood knocked upon) assuming all parts arrive undamaged an in working order. In the interim, I am seeking advice from all, should there be a part better (bang for the buck, better performance, etc) I would love to hear from you.

The budget for this build is in the $1,400.00 USD Range (Less is always better of course)

Additional notes:
The computer will live on a tea cart, hence the monitor mount, small form factor and wireless requirements. The purpose of this machine is primarily gaming and content creation.

A.) Save money wherever possible (read: Bang for the buck)
B.) Optimize gaming performance keeping in mind the requirement of small form factor and wireless connectivity.
C.) Fit on my tea cart.

Space restrictions to work with: 'Fer 'dem 'mericans - 15.5" high by 17.5" wide by 14.5" deep. For those using the metric system - 393.7 mm x 444.5 mm x 368.3 mm

Food for thought:

I had been considering if it was worth the effort/cost of the unlocked i5 and OC'ing paired with the GeForce GTX 770... Would the money be better served to say drop the water cooling, go with the i3-4130, air cooling and apply that money to say a GTX 980?

(Of note, I am not married to nVidia, the absolute goal here is performance per dollar spent. Again thank you in advance for your thought and input!)

This is certainly an unusual request but I'm all for it! I'm personally not a fan of the Corsair 250D - I would go with a Bitfenix Prodigy instead. Here's a build I would suggest if you're going the mITX route:

Some changes I made.

Motherboard - Z97 because it's a haswell refresh and Broadwell. (Future CPUs)

Graphics Card - Gtx 970 is the same price as a 770 and preforms significantly better.

PSU - Another good psu that's cheaper. (semi modular though)

Great suggestions, I had not even considered the 970, the 9xx scared me away. (assumption of being too expensive)

Modular or semi-modular, I would say, is near mandatory for this build, keeping in mind the restrictive interior space of the enclosure. I feel the extraneous wires would be a pain to hide and interfere with what air flow is left once all of the parts and required cabling is in place.
