Can a Radeon HD 7950 drive 3840x2160 4K @ 60Hz?

I just got a new 4K monitor (the Samsung 28" U28D590D) and can't get 4K at 60Hz going. I don't know what the limiting factor is right now:

* I've an HIS Radeon HD 7950 3GB, has 2 Mini-DP ports, one HDMI, one DVI.

* The Samsung monitor says it can only achieve 4K @ 60Hz over DisplayPort. HDMI is limited to 30Hz.

* In Linux I can drive 4K @ 30Hz fine

* Windows drivers won't even display 4K @ 30Hz, screen goes blank and stays blank.

* I bought the Mini-DP to standard DP cable off eBay. Is it possible the cable is bad? It's 2m long with no brand.

* I have a second monitor connected to DVI at 1920x1080. But disconnecting it doesn't seem to allow 60Hz either.

Does anyone know what the limiting factor is?
