CPU Spikes When Doing Simple Tasks

I recently re installed my CPU and when I started it up again, I noticed that the CPU was always spiking to 100 percent when doing simple tasks like installing a program or doing something on the internet. At first I remembered that I put some crappy thermal paste on it and I was thinking that might be the cause, but I'm not sure if that is the cause. Some help would be much appreciated.

Specs:
(HP Compaq DC7600)
Intel Pentium 4 3.2GHz
2 GB DDR2 PC-4200
Windows 7 Proffesional

It depends. If the OS is 32 bit, you could try and disable any startup programs. Then make sure you have the os set to best performance rather than letting the os choose what is best for you in the control panel.

If it is 64 bit, then try to install more ram if you can.

In either case make sure that the pc is not overheating by checking its temps using software like HWM monitor
